PPROBLEM TO BE SOLVED: To attain a summary video detection of high detection accuracy which is applicable to a variety of videos. PSOLUTION: A feature vector generating device 3 characteristically comprises a program video feature vector generator 30 and a stored video feature vector generator 32, which extract one or a plurality of index words from at least one of character data or an audio signal corresponding to a video, and generates a featured value associated with the video, based on the number of times of appearance of each index word in the video.
