PSOLUTION: An image block setting part 42 has an image block selecting part 420 and an edge intensity calculating part 422. The image block selecting part 420 sets an image block size including an attention area required for processing in a feature quantity storage/expansion processing part 44 and a block moving amount showing the position of an image block when sequentially selecting image blocks, and sets an image block of a prescribed size at the position shown by the block moving amount as an image block to be processed. The image block selecting part 420 performs comparison with a reference value (predetermined threshold Th) on the basis of edge intensity calculated by the edge intensity calculating part 422, judges which the attention area is between a feature block and a non-feature block, selects only image blocks judged to be a feature block and outputs the selected image blocks to the feature quantity storage/expansion processing part 44.
