PPROBLEM TO BE SOLVED: To provide a method for easily forming an antifouling layer on a hard coat layer. PSOLUTION: The base substrate is provided with a complex hard coat layer including an antifouling surface layer arranged on the hard coat layer. The base substrate comprises a thermoplastic resin or thermo-setting resin, and the hard coat layer comprises a cured product containing a silicone and/or polyfunctional acrylic compound. The antifouling surface layer comprises an antifouling coating agent comprising a perfluoropolyether-modified silane expressed by general formula (ZSP2/SPQ)SB/SBRf (QZSP1/SPASB/SB)SB2-/SB, wherein, Rf is a divalent perfluoropolyether-modified silane, Q is a divalent group, ZSP1/SPis a 2-9 valence group having a siloxane bond, ZSP2/SPis a univalent group blocked by a triorganosilyl group, A is a silicon containing group, is an integer of 1-8, and is 0, 1 or 2, and/or a compound principally composed of a hydrolyzed condensate of the perfluoropolyether-modified silane, and the antifouling surface layer is tightly attached to the hard coat layer.
