PPROBLEM TO BE SOLVED: To provide a tie-up determining device for making accurate tie-up determination for an automatic transmission which performs gear shifting with clutch-to-clutch operation, and to provide a shift control device equipped therewith. PSOLUTION: When gear shifting is performed with clutch-to-clutch operation, a counter rotating speed NC-a calculated in accordance with the rotating speed of a driving wheel is compared with a counter rotating speed NC detected by a sensor. Tie-up determination is made when deviation areas (NC-A, NC-B) as cumulative values for deviations between both NC-a, BC before and after the synchronization of the gear shifting are each larger than a set value and when maximum values (MAX NC-A, MAX NC-B) for differences between both NC-a, NC are each greater than a set value.
