PPROBLEM TO BE SOLVED: To provide an efficient and economical treatment method of a high-concentration organic material which enables biodegradation, such as activated sludge treatment by efficiently solubilizing solid matter in the high-concentration organic material, such as surplus sludge and anaerobic digested sludge generated by an activated sludge method, and a food residue, such as Shochu lees, and is free from environmental pollution by remarkably reducing the amount of the solid matter requiring treatment, such as landfill or incineration. PSOLUTION: In the solubilization method of the solid matter in the high-concentration organic material, such as the surplus sludge and food residue, the high-concentration organic material is filled in a pressure container, and the solid matter in the high-concentration organic material is oxidatively decomposed by an oxidizing agent without using a catalyst to be solubilized under the condition that temperature in the container is 150-250C, and pressure in the container is 0.6-10 MPa.
