PROBLEM TO BE SOLVED: To solve the problem that jitter is caused on the plane of polarization of light due to external factors while the optical signals are passing through a transmission line, and to provide a high quantum efficiency photon detector to detect one photon. ;SOLUTION: This optical signal transmitter generates quantum ciphers using a phase modulation method which modulates the phases of optical signals. The transmitter is featured in that a transmission line which transmits a pair of optical signals whose polarization differs, from a certain position to the opposite direction on the same line.
