PROBLEM TO BE SOLVED: To prevent discharge of a needle electrode from going over a jet orifice of a nozzle to affect the outside for enhancing anti-explosion effect, and mechanically preventing a fluid substance or dirt, such as, fine particles from entering the nozzle from the jet orifice, so as to prevent fragments, if any one of the needle electrodes are damaged, from being ejected and mixing in a fluid substance, such as, fine particles.;SOLUTION: A tip part of the nozzle 2 is made to engage with a concave part 13 of a grounded conductive nozzle holder 12 to retain the nozzle 2 at the nozzle holder 12. A conductive discharge limiting plate 15 with a small hole 15a or a slit formed as an orifice for limiting discharge is made to interposed in between the nozzle tip and the concave part 13 of the nozzle holder 12, and the plate 15 is grounded via the nozzle holder 12.
