PROBLEM TO BE SOLVED: To provide a power quality evaluation system for synthetically evaluating an introduction effect of a harmonic countermeasure facility from an economical side and an electric side by considering the occurrence a probability of a power quality deterioration phenomenon.;SOLUTION: A system information setting means 2 sets system information on a system of an evaluation object. A pre-introduction harmonic amount calculating means 3 and a post-introduction harmonic amount calculating means 6 calculate harmonic generation amounts before and after the countermeasure facility is introduced into the objective system. A pre-introduction damage amount calculating means 4 and a post-introduction damage amount calculating means 7 calculate damage occurrence amounts before and after introduction from the harmonic amount and a harmonic resistance amount of a load which are calculated by the pre-introduction and post-introduction harmonic amount calculating means 3 and 6. A countermeasure facility selecting means 5 selects the countermeasure facility to be evaluated. A damage improvement amount calculating means 8 calculates a damage improvement amount.
