PPROBLEM TO BE SOLVED: To suppress the degradation in quality of container signals when embedding information while maintaining versatility for applicability to various container signals and to correctly judge a synchronous state of embedded data. PSOLUTION: Besides configurations of an information embedding device and an information extraction device, an embedded data string for use is provided with a non-modulation section (X) wherein data are not embedded, as a section for synchronization. For example, one left section out of 9 sections equal to one period is used as the section wherein data are not embedded (a non-modulation section for synchronization), and the other 8 sections are used as sections for symbol embedding. Since signal modulation processing is not performed for the non-modulation section, the number of embedded symbols is 0 in the non-modulation section for synchronization and is not 0 in the other sections when statistics of the numbers of embedded symbols are collected per period.
