PROBLEM TO BE SOLVED: To reduce a management cost about public key certificate issuing, and to facilitate operation.;SOLUTION: A cumulative issuing number storing part 113 stores a cumulative issuing number of a public key certificate K23a issued by a public key certificate generating part 111, and the cumulative issuing number is updated by an issuing number managing part 112 in accordance with the number of issued public key certificates K23a to K23d. An issuing number upper limit storing part 102 stores the issuing number upper limit of the public key certificates K23a to K23d. An issuing number determining part 103 determines whether the cumulative issuing number reaches the issuing number upper limit. and although a public key certificate generating part 111 responds to a request to issue the public key certificate K23a from a client 20a, generates a public key certificate K23a and issues the public key certificate K23a to the client 20a if the cumulative issuing number does not reach the issuing number upper limit, the public key certificate generating part 111 does not issue the public key certificate K23a when the cumulative issuing number reaches the issuing number upper limit.;COPYRIGHT: (C)2007,JPO&INPIT
