PROBLEM TO BE SOLVED: To prevent the situation that certification processing is made impossible when updating a public key certificate.;SOLUTION: When updating the public key certificate, a former certificate of a certification agency device, a new certificate of user terminal equipment and a new certificate of the certification agency device are outputted from operation terminal equipment 20. The outputted former certificate of the certification agency device, new certificate of the user terminal equipment and new certificate of the certification agency device are stored in a hardware token 60, and the hardware token 60 is distributed to user terminal equipment 80 to update the certificate. Thus, a certification server device 70 uses the former certificate of the certification server device to certify not only the user terminal equipment wherein updating processing is not completed, but also user terminal equipment wherein updating processing is completed, thereby preventing the occurrence of the situation that certifying processing is made impossible when updating the public key certificate.;COPYRIGHT: (C)2004,JPO&NCIPI
