PPROBLEM TO BE SOLVED: To sufficiently reinforce an existing tunnel by using lightweight steel panels in a manner forming efficient cross sectional structure, without marring an internal surface of lining concrete. PSOLUTION: The plurality of steel panels 10 which are bent beforehand so as to conform to the shape of the internal surface of the lining concrete 30 of the existing tunnel, are carried in the construction field, and they are connected together in one body in a tunnel circumferential direction outside the tunnel, to thereby construct the almost arched steel panel assembly 22 (one unit) conforming to the shape of the internal surface of the lining concrete 30 of the existing tunnel. Then the steel panel assembly 22 (one unit) thus constructed is carried to a target place inside the tunnel, and set on fulcrum members 24, followed by connecting to the existing steel panel assembly 22 in a tunnel axial direction. Further a filler 26 such as mortar is filled in a space between the lining concrete 30 of the existing tunnel and the steel panel assembly 22, and thus a unitary body between the lining concrete 30 and the steel panel assembly 22 is constructed.
