PPROBLEM TO BE SOLVED: To provide a video signal converting circuit capable of suppressing flickers, miniaturizing a circuit and providing a clear image. PSOLUTION: A first video signal S1 of a progressive system generates a second video signal S2 and a third video signal S3. A filter 60 filters the second video signal S2 based on the first, second and third video signals S1, S2 and S3 to output a fourth video signal S4. The filter 60 calculates ä(A×S1+B×S2+C×S3)/(Nth power of 2)} to filter the second video signal (S2), so that a first coefficient (A) may have a value different from that of a third coefficient (C) when a first condition is met; where the first video signal is S1, the second video signal is S2, the third video signal is S3, the first coefficient is A, a second coefficient is B, the third coefficient is C, and a first natural number is N.
