PPROBLEM TO BE SOLVED: To increase percutaneous absorption of a water-soluble medicine in a skin cosmetic. PSOLUTION: The skin cosmetic containing the water-soluble medicine is applied to the skin and an external preparation for skin that comprises an oily base semisolid at a normal temperature as a main component and causes ≥50% obstruction is further applied to the skin cosmetic.
