PROBLEM TO BE SOLVED: To provide an apparatus and a method capable of safely and economically treating/detoxifying a chemical substance or the like high in water content.;SOLUTION: The vacuum boiling-induced cavitation type apparatus 101 for detoxifying the chemical substance is provided with; a vessel 1 for housing the water-containing substance M1 to be treated; and a vacuum pump 5 and a valve 4 which are used for reducing the pressure of the vessel 1, restoring the pressure of the vessel 1 to the original pressure or pressurizing the vessel 1. The water in the substance M1 to be treated is boiled in the reduced pressure and evaporated to generate a steam bubble B1.
