PROBLEM TO BE SOLVED: To provide an exchange receipt issuing system for printing message information effective for a member on an exchange receipt including the counting value of pachinko balls or tokens obtained by the game player, etc., and issuing the receipt, and to provide an administrating device, and an exchange receipt issuing device.;SOLUTION: A ball counting machine 70 counts game media obtained by the game player after playing the game with a game unit 60. When the game player inserts a member card to a receipt issuing machine 80 when the counting processing is performed, A member ID granted to the card is transmitted to a terminal controller 10. The terminal controller 10 returns result message information which is obtained by retrieving a member administrating database 20 and a PR item administrating database 21, based on the member ID.
