PPROBLEM TO BE SOLVED: To provide an apparatus, or the like, suitable to evaluate and calculate a degree of vascular sclerosis at each physical part, related to the apparatus to evaluate and calculate the degree of vascular sclerosis. PSOLUTION: A pulse wave velocity PWV and a blood pressure (systolic pressure Ps and diastolic pressure Pd) of a part to be measured are measured, and an evaluation value indicating the degree of vascular sclerosis at the part to be measured is calculated and outputted based on an operation expression including Ln(Ps/Pd)×PWVSP2/SP/(ΔP) (wherein ΔP=Ps-Pd, and Ln is a base e natural logarithm), or a pulse wave velocity PWV and a blood pressure (mean pressure Pm and diastolic pressure Pd) of a part to be measured are measured, and similarly processed based on an operation expression including Ln(Pm/Pd)×PWVSP2/SP/(ΔP) (wherein ΔP=Pm-Pd, and Ln is a base e natural logarithm).
