PPROBLEM TO BE SOLVED: To provide a transmitting device for a license to use digital contents in order to prevent a user from bringing out a terminal to a different place, and from illegally using it by allowing the user to use contents only at preliminarily registered locations. PSOLUTION: This transmitting device for a license to use digital contents is connected through a cable and/or radio local area network to a contents reproducing device for reproducing contents and a terminal, and configured to transmit a license to use digital contents for permitting the contents reproducing device to reproduce the contents through the network to a receiving device which receives the license to use digital contents, and transmits it to the content reproducing device. This transmitting device for a license to use digital contents is provided with a receiving device management information storing means, a receiving device information receiving means, a permission deciding means and a license transmitting means.
