The present invention refers to a portable personal hand lamp device, with a spark ignitor and an electric repellent for personal defence, with inner rechargeable batteries, charger and a key for being activated and deactivated, which is useful for illuminating, lighting the fire and for personal defence, the device discharging a series of impulses of high voltage and low current, enough for interfering with the neuro-muscular system of the aggressor without risking his life. The invention is also useful for personal defence, protecting the carrier thereof from possible attackers in two forms: 1) by a visual impact upon forming a voltaic arc in the output terminals thereof; 2) by discharging a series of pulses of high voltage and low current, enough to interferer with the neuro-muscular system of the aggressor without risking his life.
