A promoter capable of expressing in a plant seed a gene transduced therein; avector containing the promoter; a method for constructing a transgenic plantthrough transformation by the vector; and the transgenic plant transformed bythe vector. An appropriate alien gene and a terminator are ligated to thepromoter followed by introduction into plants such as barley, which makes itpossible to improve seeds of these plants or to produce a substance in theseeds.
