Provided is a block-mode determining method for moving-image encoding/decoding. The block-mode determining method according to the present invention comprises the steps of: predicting the movement of macroblocks, in macroblock units, when macroblocks to be encoded are input; selecting at least one encoding mode from among the block modes of the macroblocks, in accordance with the predicted movement prediction; calculating rate-distortion values corresponding to each of the 'at least one encoding mode(s)' selected; and determining the optimum block mode as being constituted by one of the 'at least one encoding mode(s)', in accordance with the results of the calculation of the rate-distortion values.
