The present invention relates to a system for reusing cooling water and controlling the temperature of drain water of power plant where deep seawater is used, and more specifically to a system for reusing cooling water and controlling temperature of drain water of power plant where deep seawater is used, wherein the temperature of the high temperature drain water discharged from the power plant where deep seawater is used is controlled to be similar to the temperature of seawater so that part of cooled drain water is reused as the cooling water of a cooling system of the power plant and the remainder is discharged to the sea. The system for reusing cooling water and controlling the temperature of drain water of power plant where deep seawater is used according to the present invention takes in seawater, utilizes the seawater as cooling water while passing the seawater through the cooling system of the power plant, controls the temperature of the drain water, which has been converted to high temperature, to be similar to the temperature of seawater, and discharges the drain water. The system comprises: an automatic water temperature measuring apparatus for measuring the temperature of seawater and drain water in real time to automatically compute an intake water volume; a deep seawater intake apparatus for taking in as much deep seawater as a set intake water volume according to measurement data received from the automatic water temperature measuring apparatus; a thermal difference generation apparatus for decreasing the temperature of the drain water and increasing that of the deep seawater while the drain water of high temperature and the deep seawater taken in by the deep seawater intake apparatus pass therethrough; and a mixing control apparatus for mixing the drain water and the deep seawater passing through the thermal difference generation apparatus to make the temperature of the mixed water similar to the temperature of seawater, thereby draining the mixed water to the sea.
