The embodiments of the present invention involve a caller and called Service Server, a Multi-Service Access Network device and a method for implementing caller and called control. Said method includes: when the called device in a second network hangs up, determining whether the release control mode is caller-control mode according to the called identifier information corresponding to the called device, if yes, then sending a Session Initiation Protocol (SIP) request message carrying a suspending indication to the Multi-Service Access Network (MSAN) device in a first network, so as to instruct the MSAN device in the first network to perform caller-control operation and maintain the call connection. The embodiments of the present invention enable caller-control service in two different networks by sending the SIP request message carrying the suspending indication to the MSAN device in the first network to instruct the MSAN device in the first network to perform caller-control operation and maintain the call connection when the called device hangs up.
