Provided is a composition for anchoring rock bolts. The composition suffers little separation of an aqueous silicate solution and exhibits excellent compatibility of an aqueous silicate solution with an isocyanate component. Further, a hardened product of the composition suppresses the elution of organic compounds therefrom, rarely causes environmental pollution (particularly water contamination), and has high hardness and excellent long-term durability. Also provided is an anchor for a rock bolt, said anchor being formed by hardening the composition. The composition comprises a component (A) containing an aqueous silicate solution and a component (B) containing an isocyanate compound, wherein the component (A) contains (A1) an aqueous sodium silicate solution and (A2) an amine polyol selected from the group consisting of trialkanolamines and alkyldialkanolamines, and the component (B) contains (B1) an isocyante compound and (B2) an ester of C8-12 aliphatic alcohol with polybasic acid.
