Disclosed are a graphene substrate which is flat at the atomic level, and a graphene substrate which can be processed in nano-scale, by improving adhesion to a base substrate, and methods for manufacturing such substrates. Also disclosed are a graphene electronic device having excellent device characteristics using such graphene substrates, and a method for manufacturing such electronic device.A substrate having graphene attached thereto is manufactured using, as the base substrate, an insulating single crystal substrate wherein the surface atomic arrangement is controlled, whereby the adhesion to the base substrate is improved, and the graphene substrate that is flat at the atomic level is provided.
