A measure method and apparatus for carrier-to-interference-and-noise ratio are provided. The method can improve measure accuracy of the carrier-to-interference-and-noise ratio. The method includes following steps: receiving a reference signal; according to known sending sequence of every user, obtaining average power of sub-carrier signals of every user from the reference signal respectively; according to a total average power of the sub-carriers of a system and the average power of sub-carrier signals of every user, obtaining average power of the interference-and-noise on the sub-carriers; according to the average power of sub-carrier signals of every user and the average power of the interference-and-noise on the sub-carriers, obtaining carrier-to-interference-and-noise ratio of every user. The method can reduce the influence on signal power caused by frequency selectivity fading, channel time change or the signal power leaking brought by receiver time bias.
