Provided are a vacuum heat insulating material having excellent workability, handling performance, and heat insulation performance, and high reliability, and a heat insulating box using the vacuum heat insulating material. Specifically provided is a vacuum heat insulating material formed by sealing a core material (5) structured by laminating a plurality of fiber assemblies (1) with an outer packing material (4) having gas barrier properties, and substantially evacuating the inside thereof. In said vacuum heat insulating material, poor sealing is reduced by preventing fiber wastes and remaining fibers produced by cutting from protruding to a portion to be sealed with the outer packing material from cut surfaces of a sheet and an opening by using long fibers as the core material. The core material (5) is configured by being continuously rolled up from the inside to the outside, thereby achieving simple manufacturing and excellent handling performance.
