An electromagnetic stirring roller with high magnetic field for a secondary cooling region of a plate blank includes a winding (1) and an iron core (2), the iron core (2) is a cylindrical iron core without teeth and slots; the electromagnetic stirring roller is provided with a magnetic shielding ring (3), the external surface of the magnetic shielding ring (3) is the non-working face, the surface of the electromagnetic stirring roller which is not blocked by the magnetic shielding ring (3) is the working face. The electromagnetic stirring roller is able to increase the space utilization rate of the winding (1) and increase the magnetic conducting area of the iron core (2), thereby strengthening the intensity of the magnetic field and enhancing the electromagnetic stirring force.
