The method includes: a provider edge device obtains a message of a user edge device; the provider edge device obtains the service type identifier of the message; the provider edge device searches for a bearing tunnel according to the service type identifier, and the service type identifier attribute of the bearing tunnel is matched with the obtained service type identifier of the message; the provider edge device encapsulates the message according to the tunnel attribute of the bearing tunnel, and generates an encapsulated message. The present invention can be used to bind the Ethernet service and the bearing tunnels, and is easy to be realized.
