The invention relates to methods, processes and devices and how they are to be carried out and used by a web-operating system. For said purpose a web-operating system 2b (Web-OS) is claimed as a process and a technical implementation for data and documents, such as are to be found on the web with browsers, wherein for original data (5) in web documents, which can be electronically globally retrieved by means of an addressing process, a complementary document (7) having an electronically usable identifier (10) for the tagging thereof is generated. An unambiguous, electronically usable assignment of complement (7) to original web document (5) is provided, wherein parts of the Web-OS software from the local user are available in the complement (7) as tools (2a) for manipulating, configuring and changing the complement (7), whereby the user is able optionally to supplement the complement (7) with further data (9).
