The present invention relates to a widget for measuring the loading speed of a homepage for managing public information, to a method for converting the webpage loading time into points, and to a recording medium in which the widget and method are stored. The method comprises the steps of: a user accessing a webpage including the widget and public information provided by the homepage; measuring a loading time by means of the user having accessed the webpage executing the widget so as to receive the URL address with which the homepage can be accessed as a source (SRC), and calculating a time until a webpage download completion event is detected, the event downloaded by means of a loading time measuring frame (IFRAME) for measuring the loading time; and converting the homepage loading time measured by the widget into points, and providing the converted points to the user. Accordingly, the effectiveness of conveying information on a homepage can be improved.
