A wire and powder feeding composite laser cladding forming method comprises transforming a solid laser beam (1) emitted by a laser device into an annular laser beam (10) by a conical mirror (19), and then focusing it into an annular conical laser beam (22) by an annular focusing mirror (20). A conical hollow area (28) without laser is formed in the annular conical laser beam (22). A composite nozzle (11) for feeding the wire, the powder and the protective gas is arranged in the conical hollow area (28) without laser and coaxial to the annular conical laser beam (22), in which the wire-feeding pipe (23) is in the middle, the parallel powder-feeding pipe (24) is around the wire-feeding pipe (23) and the collimation protective gas pipe (25) is around the wire-feeding pipe (24) in parallel. The wire (14) is sent into a fused bath (15) in a manner that is vertical to the processing surface (29) and coaxial to the laser beam. The powder (12) is synchronously sent into the fused bath (15). The collimation protective gas (13) is blown into the fused bath (15). A wire and powder feeding composite laser cladding forming device for performing the method is also disclosed. The method and the device can carry out wire and powder composite cladding.
