There are a device and a method for charging and discharging an electric vehicle and the like with settlement carried out in a bank card swiping way. The device and the method combine the presently known charging technology and the POS swiping settlement technology, and are a new device and a new method for charging, discharging and fund settlement based on the charging and discharging characteristics of the electric vehicle. The device includes a system control module (1), a charging and discharging module (2) and a POS swiping settlement module (3). The device and the method can realize the automatic accounting, deduction and settlement of the relevant fund and cost, the printing of relevant bills and other functions while charging and discharging the electric vehicle. Compared with the prior art, the invention has the advantages of safer and simpler operation, lower operating cost, more convenient management, wider scope of application and more vitality.
