Provided is a production method that eliminates defects in a porous ceramic membrane that is highly useful as a filter material, to provide a porous filter with high fractionation performance. Also provided is a hydrogen separation membrane with high hydrogen selectivity and high hydrogen permeability, and which forms a thin film of palladium or palladium alloy that is free of defects on the top of the porous ceramic membrane. A metal plating solution on the other surface side of the porous ceramic membrane is transferred to one surface side of the porous ceramic membrane by osmotic pressure and metal is deposited on defects that open into one surface of the porous ceramic membrane to close and/or cover the defects. Once the defects on the surface of the porous ceramic membrane are closed, palladium or palladium alloy is formed on top of the porous ceramic membrane.
