The device has a pivotable or rotatable device part rotatably supported in a bearing part (12) with an axle (10). The axle is maintained under force of springs (18, 19) i.e. compression springs, which are supported at the bearing part. The springs are engaged at respective arms (14, 15) by positioning of plungers (16, 17), where the arms are arranged at a distance from the axle. The arms are aligned opposite to one another. Angle of rotation of the axle is limited by counter stops (29, 30), where the axle comprises stops that cooperate with the counter stops.
