PURPOSE: A polyelectrolyte multi-layered thin film catalyst and a manufacturing method thereof for increasing activity in various reactions using the metal particle as catalyst are provided to prevent the degradation of the activity by preventing polymer multilayered films.;CONSTITUTION: A carrier is mixed with the first polymer electrolyte solution and the second polyelectrolyte solution. A polymer multilayered film is formed on carrier. The first polyelectrolyte solution and the second polymer electrolyte solution is the negative ion electrolyte solution.
