PURPOSE: A carbon dioxide bio-reduction and hydrogen production apparatus is provided to produce hydrogen for using as an environment-friendly energy source while processing wastewater. CONSTITUTION: A carbon dioxide bio-reduction and hydrogen production apparatus comprises the following: an electrochemical wastewater treatment and hydrogen production device(10) treating pollutants inside wastewater using an electro-oxidation reaction, and producing hydrogen for using as a reductant; a gas separator(20) separating the hydrogen with other gas; a gas dissolving unit(30) dissolving carbon dioxide separated from the gas separator to insert into a carbon dioxide bio-reducer; and the carbon dioxide bio-reducer(40).
