PURPOSE: A system and a method for processing the small sum monetary settlement of a mobile phone, and a server and a recording medium for the same are provided to prevent the inappropriate approval of mobile phone payment by excluding the provision of mobile phone payment if a person who picks up a mobile phone is unable to drive an OTP agent prepared in the mobile phone.;CONSTITUTION: If mobile communication company selection information, user mobile phone number, user residence registration number information are received from a user wired terminal(100), a server checks whether or not an OTP agent is previously installed at a user mobile phone(175).
