PURPOSE: A toilet seat washing device, a toilet seat washing method using the same, and a toilet bowl are provided to efficiently maintain the cleanness of a toilet seat by converting cleaning water into high pressure/temperature steam and spraying the steam on the toilet seat. CONSTITUTION: A toilet seat washing device(200) comprises a flow rate control unit, a pump unit, and a by-pass unit. The flow rate control unit supplies cleaning water to a heating unit with fixed flow rate. The pump unit supplies cleaning water from a storage container to the flow rate control unit. The by-pass unit bypasses the cleaning water to the storage container to control pressure on the flow rate control unit.
