PURPOSE: A method for producing an epoxy-curing resin showing a hydrophilic property on the surface thereof using oxy-fluorinated carbon nanomaterials and radioactive rays is provided to produce carbon nanomaterials with improved dispersibility in a water-soluble solvent. CONSTITUTION: A method for producing an epoxy-curing resin showing a hydrophilic property on the surface thereof comprises the step of heating carbon nanomaterials in the presence of a mixed gas of oxygen-containing gas and fluorine in order to introduce hydrophilic functional groups on the surface of the carbon nanomaterials. Owing to the method, the dispersibility of the produced carbon nanomaterials in a water-soluble solvent increases. The carbon nanomaterials represent carbon nanotubes, carbon nanofibers, carbon nanohorns, carbon blacks, graphites, or their mixture. The diameter of the carbon nanomaterials is 1 nm - 20 m. The oxygen-containing gas represents the mixed gas of air, oxygen, or their mixture.
