PURPOSE: A personal information protecting device for efficiently and safely managing a personal information distribution route and a method thereof are provided to divide personal information of large capacity and distribute and store the information in databases, thereby reducing a system load for managing personal information. CONSTITUTION: A personal information distributing unit(100) divides and encodes personal information to generate personal information pieces which are differently encoded. A database stores the encoded personal information pieces. A personal information restoring unit restores the personal information based on a fixed number of encoded personal information pieces. The personal information distributing unit generates a random number and divides the random number. The encoded personal information pieces include the random number.
