PURPOSE: A system and a method for determining scalable video set are provided to offer an optimal video by efficiently using a given bandwidth.;CONSTITUTION: A plurality of base stations transmits the down-link pilot signal to a plurality of terminals(S100). Each terminal measures the CQI(Channel Quality Information) through the down-link pilot signal(S102). A plurality of base stations calculates the highest frequency efficiency value through the channel quality information of the terminal(S104). A BSC(Base Station Controller) calculates the number of control station capable of decoding in each video layer of the scalable video set based on the frequency efficiency(S106).
