PURPOSE: A vacuum insulating panel, a refrigerator comprising the vacuum insulating panel and a manufacturing method of the vacuum insulating panel are provided to simplify a manufacturing process and to reduce manufacturing cost since a mesh member for maintaining a given shape is laminated to form a core.;CONSTITUTION: A vacuum insulating panel comprises an outer layer(20) and a core(70). The outer layer has a gas barrier property and comprises a pressure-reduced space. The core comprises a plurality of laminated mesh-members and supports the outer layer. The mesh members are arranged in parallel to a plurality of first wires(73), which are arranged side by side, and comprises a plurality of second wires(75), which cross the first wires.
