PURPOSE: A downloadable conditional access system by using distributed trusted authority, and an operating method of the same are provided to distribute SM(Secure Micro) at a central authentication authority and a distributed trusted authority.;CONSTITUTION: A central trusted authority server(110) generates a certification and distributes the certification. A distributed trusted authority server(120) receives a certificate from the central trusted authority server. The distributed trusted authority server performs authentication about the DCAS(Downloadable Conditional Access System) host terminal which attempts a connection to the MSO(Multiple System Operator) server.
