PURPOSE: An apparatus for administrating insulin and a blood glucose management system are provided to optimize an insulin dosage amount based on a real time blood sugar measurement result.;CONSTITUTION: An apparatus for administrating insulin comprises: a blood sugar measuring part(110) which radiates an electric wave through a blood sugar sensor and measures the blood glucose amount of an object using the electric wave reflected from the object; and an insulin pump part(120) which calculates an insulin dosage amount corresponding to the measured blood glucose amount and injects the calculated insulin dosage amount into the human body.
