PURPOSE: A spatial information generated system and method thereof are provided to monitor an emergency situation without a ground control point by generating UAV system information as three-dimensional spatial information. ;CONSTITUTION: A navigation(100) collects information of a region in which a UAV is located. A data obtaining unit(200) obtains image information of the region whether the UAV is located. The data obtaining unit integrates a time code to image information.
