PURPOSE: An optical modulator using a plasmonic resonator is provided to increase the quality factor of a progressing wave, thereby realizing high speed modulation.;CONSTITUTION: An optical modulator includes a dielectric thin film(130), an upper metal layer(140), a lower metal layer(110), an optical signal input slit(150), and an optical signal output slit(160). The dielectric thin film comprises an optical waveguide through which a surface plasmonic wave progresses. The upper metal layer is formed on the dielectric thin film. An electric field is applied to the dielectric thin film to make surface plasmonic resonance. The lower metal layer is formed in the lower part of a semiconductor layer.
