The present invention achieves, with low production cost, an optical waveguide element that can compensate for polarization mode dispersion and that has low loss. An optical waveguide element (10) comprises a core (12), and a clad (11) made from SiO₂. When the group refractive index of a TE0 polarized wave in the i-th waveguide counting from a light incidence surface (12a1) of the core (12) is n_{g_i_TE}, and the group refractive index of a TM0 polarized wave in the i-th waveguide is n_{g_i_TM}, the length L_{_i}[m] of the i-th waveguide satisfies a prescribed relationship.
