PURPOSE: An apparatus for managing a database for traffic flow simulation and a system with the apparatus for simulating a traffic flow are provided to reduce a load during input of simulation result data. CONSTITUTION: A query management module(200) generates and executes a query in response to a data input/output request necessary for execution of a traffic flow simulation. A connection management module(210) manages access to at least one database in which the query is executed. An optimization management module(230) manages a load of data which is inputted and outputted in one or more databases connected by the access management module during the traffic flow simulation.
