PURPOSE: A variable heat pump cooling and heating system and an operating method thereof are provided, which maximize ventilation efficiency and minimize energy loss according to the cooling-heating load. CONSTITUTION: A variable heat pump cooling and heating system(10) comprises an air supply and exhaust line, an air supply and ventilation bypass line, and a separate bypass line. The air supply line passes through the heat reclamation heat exchanger between the air supply inlet(90c) and air supply outlet(90d). The exhaust line passes through the heat reclamation heat exchanger between the ventilation inlet(90b) and waste gas outlet(90a). The air supply bypass line is opened and closed by a step motor(40b). The ventilation bypass line is opened and closed by an opening degree control motor(50a). The separate bypass line is branched to the heat reclamation heat exchanger form the air supply line and is again detoured to the heat reclamation heat exchanger.
